This modification will modify IPB group promotion upon reach # posts by allowing an admin to validate the group promotion before the users group is changed.

- Enable/Disable the system at anytime, doing so will remove any validation of group promotions.
- Select a users current or target group you would like to be excluded from validation.
- Option to send the user pending group validation a personal messaging detailing the validation process.
- Option to send an admin an alert of the user that has just had there account added for pending group promotion.
- Option to show certain groups how many accounts are pending next to the 0 New Message link.
