Download IP.Downloads file version in support topic title 1.0.0

This is a simple hook that adds the file version number from IP.Downloads to the support topic title.
It also marks the support topic as read for the user who approves or submits the file. After all, they know what the topic is all about, don't they?
The version number is only added to files that are added/edited after this hook is installed. No backwards compatibility.
Note: This hook require IP.Downloads 2.3.x!
