I got the idea for this mod from a vBulletin mod of the same name... I made it for my friend in 2.2 and she has found it to be quite effective. I've only just remembered that I never actually released it 
This mod, will store a cookie (token of death - grrrrr) on a banned members computer. If they re-register on your board in order to gain access, the cookie will be recognised by this mod - and their group will automatically be moved into the banned group without you having to lift a damn finger
