This is a simple script for translating the unix timestamps that IPB likes to use into a human readable date structure. This is helpful whenever you want to translate the date from a time column in your database into something you can understand. Yes, there are script available to do this, but I personally find it helpful to keep this script on my own site as I always know where it's located at.
