CHMOD values are permission settings converted to a number.  The ones you'll see most are 777 and 644.  You can find this number using those permission settings you have there:

Owner
Read: 400
Write: 200
Execute: 100
Group
Read: 40
Write: 20
Execute: 10
Others
Read: 4
Write: 2
Execute: 1

Add up all of the values of whatever permissions you set and you have the CHMOD value.  So 777 would be Read, Write, and Execute for Owner, Group, and Others.  644 would be Read and Write for Owner, but just Read for Group and Others.  Make sense?

You'll have to contact your host to resolve that.
