I have installed that for it running created a forum folder in htdocs and copied the board into it.

done the db thingy lol I am not teccy talker so forgive me

When running the board installer get all this error

Warning: Parameter 1 to xml_lite_parse::my_start_element() expected to be a reference, value given in C:\xampp\htdocs\forum\ips_kernel\class_xml.php on line 1330
Warning: array_merge() [function.array-merge]: Argument #2 is not an array in C:\xampp\htdocs\forum\sources\classes\class_session.php on line 490

loads of times then it carries on installing the board.  Then when try to pull up the board get another error

Warning: array_merge() [function.array-merge]: Argument #2 is not an array in C:\xampp\htdocs\forum\sources\classes\class_session.php on line 490

You mean people inside your local network? They should be able to use your local IP address (192.168.*.*/10.0.*.*) to access it, if your firewall allows it. Most firewalls will automatically trust all connections between local computers.

Then all you have to do is forward port 80 to your computer in your router.
portforward.com will help you with that :)
