The size of ibf_skin_cache table is 22.8 MB in MySQL database.
Is it reasonable? or not?

I think that's reasonable. 
Mine testboard is about the same:
skin_cache_size.png 26.09K
2 downloads
That is about 10 skins though, including the default ones (XML / Mobile etc)
Bear in mind, the skin's size will have an effect here too. Highly detailed skins will take more space than basic ones.
