When I try to upload a file, has no option to screenshots in IP.Downloads category!

How odd. It's set correctly too from what I can see, I've just checked.
EDIT...I've also just tried to submit a listing and its showing the option to upload a screenshot there as well for me. I do not see anything immediately amiss
I'll let Martin / Michael take a look.
