Am I able to install WAMP and still use the computer as normal? or is it not a software package like that?

Yes.

You never need to set it to 'put online' for it to work, and I advise against that. :)

Just left click its systray icon to start / stop it and right click to close it.

On OSX "we" use MAMP or Zend Server CE.
