doesnt seem to be showing up on the site at all, ive been racking my brain as to why it is not appearing, it is just showing the background colour.
Any ideas?

Hmm, that is really odd. The image is in the right directory, and when I look at the code, it shows the correct default code for the image.
I see you have a custom header in there. Have you tried removing the header and seeing if it displays correctly?
Or maybe try adding !important to the line of code in the CSS for the background image? If you are not familiar with editing the CSS, I can do this for you. When I added !important when trying out your code, it appeared correctly. So my guess is that the header code is interfering, and is overwriting your user_navigation.png image, so by adding !important, it will display it again.
