Is posible to set a specific category filter for block "What's New" on Portal Index, like in mod "IP.Downloads Files on Board Index"?

I'm trying to change index.php at downloads\modules_public\display\, but this construction does not work:

		$feeds['whatsnew']	= $idm_api->returnDownloads( 0, 18, true, file_cat=1 ); // 1 - id of category
