Is the Quick Navigation I see on all the 3.2 boards built in or a hook?

It's built in feature & you can't ever go back to 3.1 unless you have a FULL backup before upgrade process

Ok, so it's built in to the 3.2...
But can it work in 3.1? Is it a skin feature that can be downgraded to work in a 3.1 board. Is it a file..? etc.

It doesn't seem like it would be too difficult. I would try it myself, but I don't have a 3.2 test board to pull the source code.
