They have to be set in php.ini

The problem I have found on some hosts is a local php.ini file does not seem to always work with these suhosin settings.

I'd suggest you contact your host and give them those messages, then ask them to adjust them for you. You will know if they have done it as the message will not display if its OK. :)

I've come across this problem so many times. First, I solved it by creating a local php.ini, but recently, I got the same error message even though I didn't change anything in my php.ini. I had to contact my host and have them do it on their end. So that's what I would recommend. Tell your host the error you have, and that you need them to create a php.ini for your site that has the recommended settings for IPB (as listed in the error message). They should be able to do it.
