Here is how to add an individual member (or member group) to moderate all Blogs as it isnt too obvious how to add this setting.
ACP > Components > Blog > Groups
Click on the top right > Add Member or Add Group
Then after picking a member or group (example being Admin or Moderator groups) , you should see a screen similiar to this, where you can set the permissions as needed for moderaton.
